Ruto Overhauls Parastatal Leadership in Continued Shake-Up

President William Ruto has announced new appointments to key state agencies in a recent Kenya Gazette notice, continuing his reorganisation of parastatals aimed at enhancing efficiency and oversight.


In the latest changes, former Kericho Deputy Governor Lily Ng’ok has been moved from her role at the Kenya Industrial Estates (KIE) and appointed as the new Non-Executive Chairperson of the Board of the Information and Communications Technology Authority (ICTA). Her three-year term begins on May 16, 2025.


Slyvanus Maritim, who previously held the ICTA post, has now been named Ng’ok’s successor at KIE. He will also serve a three-year term starting on the same date.


President Ruto had first appointed Ng’ok to lead KIE in February 2023 during a major reshuffle intended to reform parastatal boards, where he notably dismissed several political appointees linked to former President Uhuru Kenyatta. The same 2023 reshuffle saw Maritim take over as Chairperson of ICTA.


Maritim, a seasoned telecommunications engineer, brings extensive experience to his new role, having spearheaded strategic ICT projects across Africa, including in Kenya and Djibouti.


In a separate appointment, Professor Lawrence Gumbe of the University of Nairobi has been named the Non-Executive Chairperson of the Board of the Nuclear Power and Energy Agency. He will serve a four-year term effective May 16, 2025.


These latest changes reflect President Ruto’s ongoing efforts to "streamline the management of state agencies for improved oversight and performance." The newly appointed officials are expected to hold office well into the next political cycle, potentially beyond the 2027 general election.
